Alvarez wants to end SK, barangay councilors
The House Speaker Pantaleon Alvarez said the Sanggunian Kabataan (SK), and the barangay councilors to be abolished because he thinks these are useless.

The Davao del Norte representative said that is the one reason why he wants to end SK officials and barangay councilors. The speaker said the SK officials are being paid while doing nothing.
“The problem with SK is if you will force them to work as SK, they will be discourage to go to school, then. If you force them to attend classes, they won’t play their part as the SK. So, they are being paid by the barangay without doing anything.” Alvarez said.
“It’s better to remove it since all sectors are represented. There’s a party list for the youth sector, so they are well-represented,” he added.
“In reality, they are not working. Only barangay captains are working,” he said.
Alvarez said the councilors must be replaced with purok leaders. A purok is a cluster of 20 – 50 households.
“Why not institutionalize the existence of purok leaders? barangay health workers for instance, they have worn out slippers but they can’t buy new ones because they only receive honorarium from the barangay.” He said.
According to Alvarez he wants temporarily postpone the election for two years to give President Duterte a free hand in filling up vacancies in his government.
Alvarez added that he also wants to extend the terms of current barangay and SK officials to 5 years instead of 3 years.
